Highly Capable Program Information

HIGHLY CAPABLE PROGRAM GOAL

Wishkah Valley School District’s HiCap Program Goal is to use equitable practices to identify highly capable students and to accelerate student learning, deepen understanding, and foster creativity and critical thinking according to their needs.

DESCRIPTION OF SERVICES / INSTRUCTIONAL PROGRAM

  • Parent Notification and Permission for Program, Identification, Services, and Appeal Process
  • Equitable Identification through Universal Screening and Referral and through multilingual supports as needed
  • Delivery of Instructional Services inside and outside of the general education classroom

UNIVERSAL SCREENING

  • Universal Screening means using data to include, not exclude, a student to receive HiCap services.
  • Universal Screening occurs in Second Grade and Fifth Grade.
  • Students outside grades 2 and 5 are identified using a referral process.
  • Every student is screened for both math and reading strengths.
  • Every student is screened using at least two data points.
  • Data sources do not need to be the same for every student.
  • Universal Screening is not used to exit students from HiCap placement.
  • Instruments used to identify students are CoGAT and Naglieri tests

HOW ARE SERVICES DELIVERED INSIDE THE CLASSROOM?

Identified students receive HiCap services in the regular classroom through:

  • Differentiation
  • Independent Study
  • Independent Projects
  • Content Acceleration
  • Curriculum Compacting
  • Supplemental Instruction in areas of Strength/Interest
  • Flexible Grouping

HOW ARE SERVICES DELIVERED OUTSIDE THE CLASSROOM?

Identified Students Receive HiCap Services outside of the regular classroom through:

  • Pull-Outs
  • Specialty Online Courses
  • Supplemental Push-In Services

EQUITY

  • Best Practices are followed for equitable identification of Twice Exceptional Learners
  • IEP/504 plans are reviewed for supportive data, accommodations are followed
  • Equitable identification of low-income students is prioritized
  • For multilingual students, nonverbal assessments are used if native language assessments are not available

ASSURANCES

Wishkah Valley School District assures accelerated learning for gifted students through state law (RCW/WAC), requiring districts to provide enhanced instruction, activities, and services for identified K-12 students with superior abilities, focusing on intellectual growth and creativity, with specific guidelines for identification and appeals to ensure equitable access, including support for underrepresented groups and those with disabilities.
